Adage
"change minister curriculum change", so embedded in the public's
perception (the community). Such
perceptions indicate malfunction of the Ministry of education and cultural
education (Kemdikbud) on the community
to change the curriculum.
Education
curriculum in a country should not be static or stagnated at a point. Education
curriculum will always be updated to follow the development of the era. Similarly,
what is happening in our country today. Government
through Kemdikbud has introduced the
new curriculum, the curriculum in 2013 which will replace the unit level
education curriculum (KTSP).
Curriculum
changes based on the improvement of the curriculum content so adaptive to
changing times is absolutely necessary. Curriculum
level education units (KTSP) which came into force in 2006 is seen by
Kemdikbud needs to be overhauled
because it is seen still has some drawbacks, such as: curriculum content is too
dense; yet fully competency-based curriculum; competency domains holistically
not describe the attitudes, skills, and knowledge,
the curriculum has not been sensitive and responsive to social change at local,
national, and global levels; standards describe the learning process has not
been so detailed sequence of learning opportunities and a diverse
interpretations lead to teacher-centered learning, and assessment standards
have not directs
the competency-based assessment (process and outcome) and not explicitly
require the remediation periodically.
When the Minister
of Education M. Noah
convey some issues related to the draft of the new curriculum (2013) in the
mass media, often making stakeholder education world was shocked with the
curriculum changes. For
example, the elimination of teaching science and social studies in elementary
school, or removal ICT lessons in junior high. Also
plan will not oblige educators to make the syllabus.
One thing that
surprised observers may not make the world of education is the protrusion of
the value of behavior, personality and moral / character education in the
curriculum of 2013. Educational
content idealized character long enough to be integrated in the national
education curriculum. The
world of education is considered to be an effective means to inculcate noble
mind and character to treat moral decadence that is being experienced by this
nation.
There is a new
thing that is interesting enough to be discussed in the curriculum in 2013,
which revoked the authority of teachers to create a syllabus. The
government will take over again in drafting the syllabus. According
to Education Minister, this policy is necessary because of the quality of
teachers has not been able to make the syllabus. Ah,
so low quality of our
teachers so that alone is not able to create a syllabus? Even
so, the policy will certainly regarded by some teachers because they feel
partially reduced work load.
If the curriculum
in 2013 just to give space to the preparation of teachers in terms of lesson
plan (RPP), because the authority to create a syllabus has been
"revoked" the teacher only needs to prepare mentally to foster
commitment earnestly safeguard the success of the curriculum in 2013, while
waiting for training (training )
is scheduled to be conducted in April to teachers.
In the early
stages of the implementation of the new curriculum, although it has been
through a public test, will inevitably lead to noise. There
is a definite feel disadvantaged but also there who feel aggrieved when a new
curriculum implemented. Removal
plan majors in high school, and the application of the subjects based on
reduced clearance option will have an impact on a particular lesson hours, due
to lack of interest on the subject. However,
on the other hand will cause overload hours on subjects that demand a lot. And,
if this is not anticipated from the beginning will certainly bring new
problems.
Removal plan ICT
subjects in middle school got quite a lot of response in the curriculum of
public trials in 2013. Asked
the most is the fate of teachers who are certified in the subjects of ICT. Elimination
of ICT and ICT subjects will be medium for all subjects at the junior made many
ICT teachers in junior high fret. They
questioned their position (teacher ICT) in the curriculum structure 2013. When
the fact that not all master teachers of ICT devices, there is a plan to
convert teachers' ICT ICT as a tutor for subject teachers and guidance can be
converted into a lesson.
Although the
reason for running the National Medium Term Development Plan (RPJMN 2010-2014)
for the education sector still impressed curriculum in 2013 is not prepared
carefully. And
if this is true, it will cause many new problems in the initial implementation
phase. If
Kemdikbud not too ready to impose the
curriculum in 2013 better quit the application time in 2014.
If the government
remains confident and secure in its stand to implement the new curriculum in
2013, the optimism should remain implanted. Any
changes idealism is changing for the better. Rest
of the time is very short to be really used by Kemdikbud to finalize the
curriculum in 2013 so it is not counterproductive in practice, because some
part of the new curriculum is still a public discussion and controversy. Hopefully
this is not just a curriculum change curriculum change minister.
